Τροπολογία, που αναμένεται να προκαλέσει σφοδρές αντιδράσεις και προβλέπει με τις διατάξεις της την προστασία των κομμάτων από τις τράπεζες και τα ανεξόφλητα «κόκκινα» δάνεια τους, την ίδια στιγμή που οι πολίτες είναι κινδυνεύουν από τις κατασχέσεις κατατέθηκε στη Βουλή, από το ΥΠΕΣ.
Ειδικότερα στην τροπολογία προβλέπεται ότι η κρατική επιχορήγηση μέχρι και στο 50% που λαμβάνουν τα κόμματα είναι ακατάσχετη από απαιτήσεις τραπεζών, ακόμη και αν τα δάνεια που έχουν συνάψει δεν εξυπηρετούνται.
Η τροπολογία κατατέθηκε στο νομοσχέδιο εναντίον της βίας κατά των γυναικών που θα ψηφιστεί την επόμενη εβδομάδα από τη Βουλή.
Όπως αναφέρει η τροπολογία η αληθής έννοια της διάταξης του πρώτου εδαφίου της παρ. 7 του άρθρου 7 του ν. 3023/2002, είναι ότι το ποσοστό πενήντα τοις εκατό (50%) της κρατικής χρηματοδότησης την οποία λαμβάνουν οι δικαιούχοι (πολιτικά κόμματα, συνασπισμοί κομμάτων, υποψήφιοι ή /και αιρετοί αντιπρόσωποι της Βουλής και του Ευρωπαϊκού Κοινοβουλίου), είναι ανεκχώρητο έναντι των τραπεζικών απαιτήσεων που γεννώνται από τις δανειακές συμβάσεις, ανεξαρτήτως του χρόνου γέννησης αυτών.
Όπως ισχυρίζεται το υπουργείο Εσωτερικών που κατέθσε την τροπολογία η προτεινόμενη ρύθμιση κρίνεται αναγκαία, προκειμένου να αποσαφηνισθεί το αληθές περιεχόμενο του αρθ.7 παρ.7 του ν.3023/2002 (Α’146) για τη χρηματοδότηση των πολιτικών κομμάτων, καθώς οι διαδοχικές τροποποιήσεις του δημιούργησαν ασάφειες και, κατ’επέκταση, ανασφάλεια δικαίου σε έναν τομέα κρίσιμο τόσο για τη διαφάνεια όσο και για τη ποιότητα και την εύρυθμη λειτουργία του δημοκρατικού πολιτεύματος.
Παράλληλα το ΥΠΕΣ κρίνει αναγκαία την τροπολογία διότι η προτεινόμενη ρύθμιση όπως υποστηρίζει, αναμένεται να επιφέρει θετικές συνέπειες για τη κοινωνία μέσω της εμπέδωσης αισθήματος δικαίου ως προς το θεσμό της χρηματοδότησης των κομμάτων, που θα πραγματώσει η αποσαφήνιση του αληθούς περιεχομένου του αρθ.7 παρ.7 του ν.3023/2002 και να συμβάλει στην ενίσχυση της εμπιστοσύνης των πολιτών στη διαφανή άσκηση των αρμοδιοτήτων των πολιτικών κομμάτων και συνακόλουθα της λειτουργίας των θεσμών.
